Absolutely, LCY for starters. Also, Edmonton has its City Centre airport, though admittedly there is a pax cap on commercial flights into there. Vancouver and Victoria both have commercial flights operating into their respective harbours.

My question for the author is how can Toronto possibly be a "world class city" without a multitude of airports to arrive and depart from?:D If Toronto is going to uphold its status as centre of the Universe, I suggest they get digging and build that bridge.
