What is the requirement of a clearway?
 
I found very less material on clearway and it almost relates to TODA but never explains why Clearway is required. What are the benefits of having a clearway? Why not increase the length of the runway by as much as the length of clearway?

The clearway is an unobstructed area beyond the runway paved area (can be over water) the distance is included in the declared distance TODA (Take off distance available)

In basic terms its an area that protects an airborne aircraft on departure

Not to be confused with a RESA (Runway end safety area) which is on land.

All the information is in ICAO Annex 14 Chapter 3.6 & Attachment A Section 2

A foot of runway costs many times more than a foot of clearway.
