Airport Inducements to Carriers

The news that the new Corvera [Murcia] airport has recruited 500 staff, with training to start shortly, prior to next year's opening, but without, as yet, having a single confirmed carrier opertaing from it, has got me thinking.

Imagine you were someone called, for the sake of argument, Ryan O'Michael, and were the CEO of a large LoCo carrier. What inducements/operating practices would you be looking for, in order to be persuaded to start operating from a new airport? I have listed a few possibilities below - anyone have any other suggestions?
  • No landing charges
  • No enforced use of air-bridges
  • Priority baggage handling
  • €1 million p.a. advertising 'allowance' from regional government
  • €1 per arriving pax incentive from local government
  • 10% of all duty-free sales in return for relaxation of only one piece of hand luggage rule
  • 50c per pax from bus operator/taxis servicing airport

wowzz;
I think in Spain it is the local government who are paying a sort of marketing grant to airlines, they feel that incentivising airlines to serve the airports will bring tourists and this may be more effective than additional marketing of Spain abroad.
