Owned means completely free of "loan security" and doubt there is a substantial amount of aircraft that are.
Why ? because you would be doing sale and leaseback deals to generate cash to survive if that was the position.
It is likely US EXIM have significant debt with Norwegian, they and Boeing will be keen to move them on to someone else.

Depends on the documentation, underwritten loan sounds like they guaranteeing it.
Unless it is ultimiately 1st (floating) charge on the assets then not really worth a lot. Bit like having a second / third mortgage charge on your own house, ultimately whoever has 1st charge will add in Interest / Penalties so nobody else gets anything.
