How can it happen? A CATIII-certified ILS must have an independent backup power source able to provide uninterrupted power (practically with a margin of 1 or 2 seconds).

I assume that as well as the ILS being knocked out so were the runway lights. I believe CAT 3 approaches require approaches to be made on standby power with the mains power acting as reserve. If at the time it wasn’t CAT 3 conditions my understanding is there would be no requirement for the generators to be up and running. Clearly when they were supposed to kick in it didn’t happen.

There is an Ad-hoc pool which I assume Signature & Harrods dip into which currently accounts for 2-4 biz movements per night. With some EZY & WZZ cancellations this might free up some as well.

Summer 2022 rules
If biz jets are getting in then it would appear they should not. Luton has form though for ignoring set limits.
Peak Summer Night Restriction
The following restrictions will apply 2200-0559 GMT 1st June – 30th September
• No ad hoc movements will be permitted including Commercial, GA and Maintenance
• No further night slots will be allocated to series flights
• No re-scheduling of existing allocated slots from the day time 0600-2159 GMT into the night time 2200-0559 GMT will be
permitted
• No new slots or amendments within the night period will be granted to aircraft with QC value greater than 0.5
Seasonal Scheduling Limits & Restrictions
The following restriction will apply 2200-0559 GMT for the full season
• No aircraft with a QC value greater than 1.0 will be permitted to operate during the night time 2200-0559 GMT

Well in the early hours of yesterday morning (Saturday) there were three executive jet movements and a DHL B757 diverted from EMA due to drone problems and repositioned to back to EMA also. It has been like that most of this week. Money talks I suppose.
