COVID 19 load restrictions to Australia

With the current passenger load restrictions into Australia. How do you get airline reservations departments to give you an answer to selling an extra seat if you have a hotel quarantine exemption. Qatar,Emirates, American all claim their systems will not allow the opening of extra seats ?

They won't give exemption unless your a politician or rich. No such thing as a health exemption. They say there is but everyone is denied.
