“Why spend the money on a runway?” Purely because they couldn’t get planning permission for purely a distribution centre!! Small price to pay to get the only thing they want the road distribution centre!! They tried they will say!

I'm sure Stobart would be more than happy to see commercial flights from CAX, and would be willing to support Loganair or someone else to make it possible, but, frankly, I very much doubt that it's high on their must do list right now. If there was a cheap solution to the ATC problem then progress could be made, but I don't think they'll try that hard because, as others have pointed out, they've already developed the airfield in a way that makes aviation optional.

If there were to be ANY commercial flights, trained ATC would be in place now and whichever airline had money / aircraft riding on it would be getting very publicly antsy.
A new 'runway' makes great truck hardstanding.
is it going to be the Airport equivalent of Atmosphere Intercontinental Airlines? ;-)

Stobart have stated locally that ATC is in training for a commencement of commercial ops in the Spring.
However... the statement is in connection with an apparent problem with the new control tower having non-angled windows which could cause unwanted reflections for controllers thereby necessitating continued use of the existing tower for at least another 12 months whilst the windows in the new tower are replaced/reworked.

Surely changing out the windows wont take more than a week or two?
Tickets for the first commercial flights from Carlisle airport in 20 years are due to go on sale soon. Stobart Group said once the Civil Aviation Authority was satisfied with air traffic control staff training, tickets for Loganair flights to Dublin, London Southend and Belfast, will become available. However, the company would not be drawn on a date for its first flight. It is hoped it will be in the spring.

Seems to be SEN 4x weekly, BHD & DUB 5 x weekly.
SEN is very much timed for leisure travellers with a great schedule for a weekend away (or perhaps a working week in London).
DUB would seem to be nicely scheduled for onward connections.
There are no flights at all on Tuesdays and Wednesdays, it seems as though the operation has been set up to be undertaken by a single crew.
