a series of new multi-storey car parks off the Southern Perimeter Road
car parks just to the south of the M4, on either side of the spur
a car park under the eastern half of the new runway (!)
It's not clear how all this new parking squares with Heathrow's declared objective of getting a much larger modal share of passengers out of their cars and onto public transport.
Now I see Druk has answered
Tunnels to access all terminals but it is in a flood plain so bring your wet suit.
It's part of the plan to remove the need to build a secondary control tower to deal with the new runway. NATS are using LCY as the proof of concept digital tower as ATC is moving to Swanwick and the Tower is being demolished to make way for more shops. No, *REALLY*.

Yes, and as part of cost control pressure from HAL, NATS are working hard to prevent a full build out and are looking closely at the digital option of using the existing tower with technology. Singapore Changi is doing something similar, Dublin's new ATC Tower may be one of the last to go up.

So HAL - a private company - tell NATS a private company (less a golden share owned by HMG) go save us some money and put the tower there, as it will be in the way of our profitable shopping terminal. Please enlighten us, will the redundant tower be sold off & moved, or used as a unique roof top restaurant.

At LCY the old tower is no longer fit for purpose and as part of the terminal rebuild a new terminal is required.
NATS is not competitive on costs partly due to their “business” model of also being the en-route provider. NATS have lost ATC provision at LGW, BHX, EDI of late, all major contracts. Hence they’re leveraging their lead in technology to build out a digital option at LCY to save them even building a new tower. Also less likely to lose ATC contract at LCY if this can be done.
This proof of concept then allows a case to be made at LHR to use a new digital tower based in the main ATC tower, to run runway 3, removing the cost of a multi million pound new tower build and fitting out. That’s my understanding, if you know something that differs then please share.

Is there anywhere within Terminal 2 or inside the perimeter of the airport that I can see aircraft land? I’m collecting a friend from T2 later this morning and was hoping to see her flight land prior to going to the arrivals area?

If you are on foot then it is even easier. From T2, follow signs for London underground and get on the Piccadilly line towards London. Get off at Hatton Cross, leave the station and you will be pretty much underneath the arrivals stream for 27L. Takes no more than 10mins and I think it is still within the free travel area - may be best to speak to a member of staff to see if you can leave the station as it may be only an interchange area. If not, will cost you a few £s for a return.

Interesting item in Private Eye confirming the gaping hole in terms of finance for the rail infastruture to support expansion. Interesting that this is costed at a whopping £15bn.
Unfortunately PE omitted to mention the restructuring of the M25, it's still not clear whose stumping up for that but I would suggest we are looking at another £5bn minimum.
Looks like regional transport will be dining on bread and water for two generations minimum.
