Plus if the wind is a bit strong we might drop into a couple of airports in mainland Spain or France to pick up a bit of fuel - so relax and enjoy the 5 hr flight home - I don't think so!

So what is the true reason that it will be ensured that the aircraft is never completely full?
Might it just have something to do with S2000 aircraft performance, that PMI is a fair old trek for a S2000, and a less than ideal Oxford runway and the operator have informed the tour operator of a payload restriction which might be compounded further by weather conditions such as a water contaminated Oxford runway, still air conditions, high outside air tempertures and/or unfavourable en-route winds?

Quite interesting that they say:

So I've tried to see what Monarch have to offer for a week to PMI from LTN out 06Aug for a week. The highest price I can get with bags/meals/extra legroom seats/lounge/a bottle of champagne out and back is £380.96...yet their lowest guide price for August departures is £550.....
Gonna have to do better than that!

I've known of a S2000 operation, with no runway restriction, on a 1hr 50 min, circa 1hr 40min flight time, sector offloading baggage to make the flight!
I don't speak 'down' of the S2000, it is the most advanced turbo-prop, a wonderful piece of kit, like sh1t off a shovel, the problem is it's attempting to operate from a flying club rather than from an airport!

The saab can do that distance quite easily. And thats without long range cruise.
It can put 50 on board, standard bags and enough fuel for the trip.
It just depends on OXF 01/19 perf on the day. With 10kt H/W its pretty much MTOW. Landing wise, 22000KG Dry/Wet and clam.
Good aircraft for it.
And I would like to do it. Stay in Woodstock and have the best G & T at the Kings Arms.

Well clearly it isn't if it takes 2h45m to ply the route each way Should really take around 2 hours and be affordable if they expect anyone to latch onto the service. And the sentence about not filling seats for people's comfort is plainly telling...

A 10kt (straight down the runway) headwind for pretty much MTOW ..... whatever "pretty much" might mean?
The average wind for Oxford during July is south westerly at 7.8kt!

What's your point? Last time I checked Oxford didnt have an elevation of five thousand feet. 1220m todr for easa at 23000kgs. Scatsta is 100m shorter than Oxford no problems there and that has lots of slope and other obstacle considerations. Sb20 has plenty of excess performance, and range. Im not sure what your problem is pp..
2.40 mins of fuel plus reserves and alternate is just under 3 tons of fuel. So still zero fuel weight limited, on a standard dry day, with a 5 kt headwind.
Any passenger restrictions imposed are to give a guaranteed saleable operations taking to account worst case scenarios wet low qnh hot days with still wind, and to allow for extra fuel in the case of multiple alternates required. Eastern are experienced charter operators and regularly operate to dubrovnic from Norwich on another charter non stop which is further and does have payload and fuel considerations, they are like to be taking a similar view with this charter. It's perfectly sensible to be conservative.
Either way lets return back to the subject whether people like it or not, the charter is advertised on the oxford airport website. Let's see what happens I'm sure itll be successful.

Anything new on the fleet or routes?
Heard the ASW DHC8's are doing a lot of the Jetstreams work, is this a long term change? Seems a very fluid fleet at the moment, four types, but numbers seem to change month to month, are all four staying or are they going to focus on one or two?
