Becoming aircraft accident investigator

Good Day fellow Africans. Need some advice. I'm interested in becoming an Aircraft Accident Investigator,meaning getting into a Technical Field. Problem is I dont have a pilot licence nor do I have background in aircraft engineering,WHICH SEEMS TO BE THE REQUIREMENTS. I'm currently employed as a Senior Administrative Officer in the Directorate Aircraft Accident Investigations(Namibia). Is it possible to make a move from Administration to technical as an aircraft accident investigator and start out with courses in aircraft accident investigations?
