Looked up more information on this. Apparently the incident took place in Halibut Cove, Alaska.

The boat owner runs a local boat ferry concern and restaurant and does not seem to be happy about the seaplanes interfering with her business.

The seaplane had one pilot and
seven sightseeing tourists aboard.

US coastguard and local State Troopers are investigating.

The internet is outraged at her dangerous actions and her restaurant is getting flooded with 1 star reviews.

If it is what it sounds like at the 1:15 mark, with the wake of the boat hitting the prop, that's going to be an expensive little day on the water for Popeye, the Sailing Karen. Does hitting a boat wake (not just 'spray') meet the prop strike criteria of the Lycoming SB? "Sudden RPM drop on impact to water, tall grass, or similar yielding medium where propeller damage does not usually occur"

What's a teardown and IRAN cost for an IO-540 these days?

IO-540? Looks like a Beaver to me with an P&W R-985.

That'll be an R-985. The prop contacting water splashing will certainly not do the prop any good, but it's not a case of engine damage. The poor public relations this boater brings upon themself will far outweigh any satisfaction they thought they were getting in the moment. Floatpanes in Alaska = pretty normal - get used to it!
