No problem with the link for me in FF 57 - it is a report generator, which seems to produce a .PDF on the fly. Possibly something your browser security settings are unhappy with?

Sorry, I hadn't noticed that was a report generator link - any number of settings or preferences, security or otherwise, can bollix those up.

Also, this paragraph appears in some published versions, on other sites, of the preliminary report, but not in any link via NTSB, no idea why:
