We would need a regulatory solution to the mess we have, but since the Brussels is populated in part by the bureaucrats in part by the free market zealots, realistically, we are doomed to the status quo.
Majority of pilots (or at least many) are already perfectly content with being moved around Europe like cattle, with absolutely no thought given to their family life.
