Nope, that doesn't wash! The primary reason will be the incompetence in many layers of SAA, because positions have been filled by those that don't have the qualifications or expertise to fill them. The accompanying 'fingers in the till', when no one is looking, won't have helped either.
It is a popular pastime in independent Africa to blame all ills on someone else. No, in the case of SAA, the home-grown corruption and nepotism is
entirely to blame. The priority of those who have been undeservingly ported into positions of influence and power is to get their snouts
well in to the trough and go at it like there is no tomorrow.
