You can get caught out though. I slowed down to drive past some roadworks in Canada, then get pulled over and told off for not slowing down enough. Apparently I should have known that there is an automatic 30mph limit past roadworks
that isn't signposted - never come across that anywhere else, and the rental company didn't give me a crib sheet of local "gotchas".
