To fly those conditions safely is a precise flying task and one would not expect an 'average' pilot to have the ability to do so. Also, unless the pilot has considerable practise and/or a suitably knowledgeable external observer then judgement of these distances is unlikely to be accurate and there is a tendency to have greater actual separations than those estimated.
