All very sad, two simple regulations, CAR 262AM and CAR 262AN, which have worked well since 1998, and with no safety issues for justification, have been turned into hundreds of pages of regulatory material, much like CASR 61/141/142 --- and anything else from CASA in recent years.
A potential paper work and $$$ nightmare, particularly for all those owners of relevant CASR 21.191 Experimental aircraft, not previously involved with AWAL.
I guess they are not going to get a rebate on their fuel levy, that they pay to support CASA, so they wind up "paying double".

Totally agree, the people behind the creation of the new CASR are very proud of their work! They are convinced they are doing the right thing creating a regulation nirvana, very sad for the industry.
The only way to influence the development of the reg's is to insist on being involved in the development, it's too late once the reg's have been promulgated.
