One imagines the CVR & FDR / QAR are all fully intact and that the data from all sources has already been downloaded & synchronised and is presently being (or has already been) analysed in fine detail.
It's highly likely that it will all have be imported into some simulation software, wherein the full sequence of events (of who did what; who said what; and how the aircraft was reacting to the atmospheric and pilot / auto-flight inputs) will be laid bare.
Whilst the data will reveal all, whether or not Emirates and / or the GCAA (for either of those read that as 'Dubai Government') will reveal the true circumstances, is something of conjecture ?!
Since EK and Qantas are partners the Australian AIB (ATSB) will hopefully be accred. to be part of the inestigation. So will Boeing and RR. They wont have a legal say of the outcome of the report but they will see all the data! Hopefully :-)
