The DGCA has a public grievance officer who is assigned to deal with various difficulties faced by the public
His name is Mr. Lalit Gupta a Joint Director General ( JDG) at the DGCA. You should consider meeting him in person during the public visiting time on Wednesdays and Thursdays between 2pm and 5 pm every week

He usually has a final say in matters relating to pilot licensing
But before raising a public grievance try getting the board to issue a letter saying that your marks are verified after having examined their records. And show a copy of the letter to Mr Lalit Gupta as well if you meet him
