I don't really agree with that sentiment. Safety procedures are based on a balance of cost, benefit, and risk.
Omitting the top altitude seems of
negligible benefit but at a potentially huge risk, as this incident clearly demonstrates. No one is calling for the entire SID to be confirmed.
We shouldn't have to wait for an accident before changes are made.
