Wasting CAA time a criminal offence? Why not?
It is a criminal offence to waste police time. If it is not possible to prosecute those who waste the time of the CAA, then the law needs to change to enable this.
I am pretty sure that everywhere the Vulcan flew, there would be lots of photos and video. It's pretty near impossible that only one photographer caught this. Who is he? If he is prepared to post photos, let's see him interviewed on video and asked some detailed questions by people well versed in both aviation and photography.
If he is alleging a criminal offence has been committed, and he cannot make it stack up, then maybe a civil action can be brought against him.
