We need to find out what antifoul the Russians are using. Going by the pictures in the article, It looks like it's only been down recently. There isn't a barnacle or a piece of algae on it.
Boats in the Baltic don't get fouled as badly as elsewhere (particularly Aus!) due to brackish water with low oxygen content.
