Can I conduct a MEP skill test (renewal) for him privately....i.e. not under the aegis of an ATO?
Yes, but before you do it, he must present you with a Course Completion Certificate
SRG1119D that can only be signed by an ATO. You must also be current on the aircraft type used for the test. Differences training on a MEP is only valid for 2 years.
