Not so weird, the post office is a law unto itself as far as its boundaries are concerned. Local government keep changing so it would be pointless to attempt to align them. Also parts of “North Yorkshire” used to be West Riding of Yorkshire.

Usually air v. rail v. road are pointless exercises: it all depends where the journey starts and ends.
A charter and/or private business service to/from LCY is quite different from scheduled flights. The former could almost certainly work, and work well.
