Falcon 2000's generally won't take 12 PAX (or not in any degree of comfort). There may be a few around that have been converted to have a forward club four and two four seat sofas opposite each other but not many. Maintenance costs will make your eyes bleed and initial purchase cost is pretty lumpy. You're also at the max of what it will do PAX wise so no room to grow. Forget Falcon 900, you don't need the additional engine.

Can't help but think a 601 or 604 (depending on budget) would be a good buy for this. There used to be a 601 in Germany that had 16 seats and there's a few 604's that cab be role changed to have 14 in - individual seats as well rather than sofas. Only thing to check on the CL601 would be landing performance if it has to be operated commercially, take off performance for 500nm sectors should be OK.

A CL850 (or converted CRJ100/CRJ200) would probably work as well but don't know much about their runway performance.

Or, as a really left field solution - you've got probably the only mission that suits a Dornier 328 jet. Something like this:

Forget Citation and Lear for this mission, there's no STC for hand holds for standing PAX. Yet, anyway.
