As the company requires this anyway when you vacate and will charge you for the pleasure, this is a totally different thing
If bigjet77 can prove he applied and has all the paper trail, it should be possible to escalate this in his/her favour.
If anyone can prove there was no requirement, I'm sure copies would be appreciated
