I worked the tour industry for 7 years.... Sad and as wrong as it may seem, if you are not prepared to spend the money for a helicopter tour, they would rather send you elsewhere within your budget. Some companies are a little more polite about it than others---as you intimated. As evidenced by this thread----the amount of money you are willing to spend will determine the type of tour you get.
