Utter bl**dy hoop I'm afraid!
Perhaps we should say there has been no money voted to MoD for such a requirement, except the previous requirement which became, apparently, an ex-Requirement.
I'm all in favour of avoiding deliberate waste of MoD funds, and I live in hope that one day Minsters will change their mind and agree with me. But, at present, the stated policy is to condone it.
