and have sent in an application for a resident's permit in Thailand?
There is no such thing a a residents permit (other than a Permanent Resident and the rules for that are unbelievably complex), just a work permit and the relevant visa, both renewed annually. It is impossible to get the work permit from outside of the country and without a job within the country.
