According to the the article above, the upper limit of foregin FOs is 25% by June 30th 2013. The target by 31st Dec 2013 is 10%.
Won't change much in the bigger companies like SXS, THY etc since I think they have less than 25% but the smaller companies selling line-training or not paying their crews at all will have a harsher time hopefully
