IrenKa: Well, i experienced this. In this case, you must find the coordinator in your home country and apply for them first. Usually, they will conduct a pre-screening (like OD) before sending you an invitation to AD (of course you will have to pay some agent fee). Usually, they will send qualified candidates only to the AD.
In the AD, they will ask you for the invitation letter and reference number (given by the coordinator) and there you go to the regular AD.
Noted: The Local coordinator has no decision toward the AD.
