As far as I know, once DGCA stopped recognizing Duchess, people who came back with Duchess rating couldnt get it endorsed it on their license.
So , I would go out on a limb here and say that
You wont be able to renew that rating on your license as long as its not recognized.
Dont bother scratching your worthless head for others Mr.

He is asking for a renewal, not a new endorsement. So, the DGCA will allow it.
Whether he can find a BE 76 for the flight hours, thats a diff game altogether.
