Can someone (who knows - no guessing please) explain the exact nature of the relationship between Luton Airport and the Govt agency handling immigration ?
Yes, I understand that punters buy flights, airline passes some money onto airport, and airport passes some money onto Govt to fund immigration desk. What I don't understand is how the payment to the Govt is structured. Is there a fee per inbound passenger ? Does the fee vary depending on the time of day or night ? Is the fee calculated based on the propotion of people from EU and non-EU countries last year ? Does the Govt give any formal commitment to the airport under the contract ? etc etc etc
