However it is not only about the qualification of the crew or the equipment o/b the aircraft that allows you to shoot an aproach! state authorities can ammend normal procedures and restrict them for specific carriers (see US Ops Specs for EY) this because they want to keep a safaty margin for carriers that are not very familiar with specific airfields (like HHN). And yes in this case also CATII would have meant diversion for EY
