Your statement
All phases of a Category A profile have to be outside the H/V Curve
is interesting. As an example the Ground helipad CAT A profile for the EC155 has a TDP of 100ft and is a vertical climb to that point. However, the avoid curve starts at 5ft and extends to 300ft. At 100ft, 15kts of wind would put you on the front edge of the H/V curve so assuming nil wind you are well into the H/V avoid area. The only plus is you are mass restricted.
There is no statement in the RFM that modifies the H/V graph.
