All cases would be looked at on an individual basis by the company operations department, but ultimately, the a/c and pax need to get to the same destination, so if it is only a matter of diverting and waiting an hour or so, then they could divert, keep the pax on board and wait for the runway at primary destination to re-open and then re-launch.
