From the NTSB docket ( CD List Of Contents ) the ref speeds for approach/landing in icing the Colgan checklist calls for,
Flaps 0, Vref +25
Flaps 5, Vref +20
Flaps 10, Vref +20
Flaps 15, Vref +20
Flaps 35, Vref +15
