I do not know if this is written down anywhere in Aviation Met literature but having spent hundreds of hours on long shifts staring at anemo (dials)
I can confirm this is indeed the case.
Since a gust is often just a parcel of higher, faster moving air coming down to the ground, then the "right-with-height" observation explains the veer.
