Just consider the one engine commanded to near-climb thrust (if we assume this is indeed what happened here). Is it always the safe side to throttle it to idle? Or perhaps it is the safe side to put the reversed engine to climb thrust, too?
From what the diagram tells me, this specific part of logic is just sitting there util the input disabiguates itself, or actually, there's the "retard" callout that should take the pilot into the loop but is auto-cancelled at some point.

So there you have a logical sitting duck, making no decision at all because of a single ambiguous signal.
