Rather like an AOC holder being given sixteen years so far (1989 to 2005) to revise and submit it's Operations Manual!
If CASA had an AOC it would surely be long since suspended!

Creamie, from what little I've seen of the reform process, we have many more years of debate on the meaning of the new CAR's which appear to make no more sense than many existing CAR's - such as CAR 206(1)(c).
