The visit was planned long before King Charles became king He was meant to be officially opening the Dart by peeling back a curtain to reveal a nice plaque, which was the primary reason for his visit. The indefinite delay to the Dart meant those plans had to be quietly dropped, which has left egg on the faces of those that had allowed plenty of extra time for the Dart to open before the King arrived.
The view was it is better to have the king ride a train that has yet to open than have no king at all, so his trip was allowed to continue. I suspect the Palace said no to a new date.
