Is there a significant incline on the railway as it reaches the steel arch section over the sealane? I'm wondering if that is why the fuel train is stationary there. Freight railroads want an incline of less than 1.5°. There won't be an abrupt or steep section. If you look at pictures of the bridge you can see the rail line is constant height.
