I think the main problem is that every inch of the UK belongs to someone. Wherever you wish to land you need the permission of the owner or custodian. Some waterways are common property and I think some land areas in Scotland, but the terrain would probably not support aviation activities.

Sadly that's why we are mostly limited to formal airfields or farm strips.
