NATO doesn't make laws so far as I can see. And naturally because the EU consists of 27
independent nations (a fact overlooked by some) it will always take longer to come to a compromise. Any of those independent states can take unilateral action should they so wish but the EU wants to show unity, hence, I suspect, the delay.
