While I share your opening sentiment, I am not sure that this was avoidable
given the amount of disorganization this uncoordinated transfer of power between previous government and Taliban has been characterized by. Terrorists are a tough nut to crack when things are stable; during a chaotic time, or a period of transition, their opportunities to slip through a gap expand.
