In many cases the new State has not required the surrender of the old UK issued licence, neither has the CAA. On a technical point a State cannot cancel a licence it did not issue, it can only return the licence to the issuing Authority who could simply reissue it to the original holder as the EASA limitation no longer applies. It appears the whole SOLI process has never followed any set procedure.
