But there is no need to have a licence reissued just to remove 'EASA' from the cover. Those licenses with EASA on the cover are deemed a UK FCL licence for its life.
If the licence was changed from the UK to wherever in easaland then it is no surprise now that the non UK EASA licence is treated in the same as any other non UK licence. CAA charges have always been outrageous, so nothing new there.
