The biggest obstacle is probably the lack of a federal quarantine plan in Australia. NZ don't want to negotiate quarantine with every state. Also some states in Australia have had community transmission relatively recently. Opening up internal Australian borders while there are still recent cases makes a NZ bubble less likely.
There are many businesses open now in Australia and NZ that would have to close down again if COVID started spreading again. No-one wants to risk that.
