Thanks. Any chance of the reference in the MOS to the requirement for Ops manuals, and the CASA regs/requirements/standards to which they are overseeing? CASA's own documents don't supply any of those details.
I don't have that detail of knowledge. I suspect like your ATC job with MATS, NAPM, NAAM, LIs etc. etc. much is contained in documents other than high level material that CASA may have in the MOS.

Clearly a CA/GRS does, but you should realize far less than the cost of building an Airservices TWR & facilites, ATC salaries etc.
A UNICOM fills no gap
The gap it fills is providing a service limited to what they are permitted to provide. Better someone on the ground to talk to than nothing.
