Alright, I have 2 minutes available to feed the troll. Mach 1, with an ELP 4 you can indeed operate worldwide, so yes it means that you can speak and understand english. At easyJet, Ryanair or Emirate a TRE will just transform your level 4 into 6 to get rid of hassle. Level 4, 5, 6, who cares, there isn’t much difference.
I do apologize for my english, I know it’s not perfect but at least everybody who reads pprune can understand me. I am from beautiful Catalonia and I am more than happy to work in an english speaking environnement. Aviation means english nowdays.
